soft swap club, posted rules vs what actually happens on the floor — discuss

so we went to this "soft only" club in vegas (not naming it lol) and the website was VERY clear, soft swap only, no PIV in public areas, private rooms for own couple only etc. in reality... it was like 40% rule following and 60% ppl doing whatever in the open. nobody was stopping anything. we're 31/33 and it was our 3rd club ever, we left a bit confused tbh. is this normal for "soft" clubs? do most places have a wink-wink policy where the rules are more for liability than enforcement. how do u know if a club ACTUALLY enforces or just says it does
